Development of Infrastructure for SNF Removal at Andreeva Bay

Project: Andreeva Bay is a former coastal technical maintenance base of the USSR Naval Fleet established in 1960s for storage of fresh and spent nuclear fuel (SNF), solid radioactive waste (SRW) and liquid radioactive waste (LRW) arising from nuclear-powered submarines and icebreakers.

Since 2002 within the framework of the Global Partnership Programme the work has been underway at Andreeva Bay to develop the strategy and infrastructure for safe, reliable and cost-effective handling of SNF, LRW and SRW. This work is aimed at remediation of the facility and preparation for retrieval of SNF from the dry storage units and its subsequent transportation to Mayak. Since 2008 the European Bank for Reconstruction and Development has been taking active part in financing of the preparation for SNF retrieval.

In 2008 the European Bank for Reconstruction and Development (EBRD) and the Federal Centre for Nuclear and Radiological Safety signed Grant Implementing Agreement No. 007 ‘Establishment of a System of Spent Nuclear Fuel Handling and its Transportation at Andreeva Bay (Northwest Russia, Kola Peninsula)’. Nuvia Limited was appointed the International Consultant to the Project Management Unit.

Role in the project: Storvik Consult is a subcontractor to the British company Nuvia Limited which is the International Consultant of the project as commissioned by EBRD. Storvik Consult’s experts participate in preparation of the tender documentation for selection of contractors, supervise physical works on site, coordinate the works between all project stakeholders, and provide the required administrative and practical support to the customer at the local level.
